Gillian Campbell

Gillian is a highly skilled housing consultant, specialising in strategy and policy development, performance analysis and improvement planning. She has worked for over 20 years with local government and registered social landlords and is passionate about delivering excellent, customer focused services and the potential for the sector to transform lives and communities.

Gillian has significant experience of housing strategy development, business planning and performance management, having led the City of Edinburgh Council’s housing strategy, policy and research functions. She has experience of developing services from inception to delivery, making use of her project management, collaboration and stakeholder management skills.

Gillian has worked with RSLs to develop their approaches to governance and assurance, through policy and process review, staff and board training and preparation of Assurance Statements. She has wide ranging skills and experience in housing management, customer engagement and facilitation. Gillian has also supported landlords with transfer of engagements and service reviews.

Gillian has a strong understand of political process at local and national levels and is an effective communicator who can quickly build relationships of trust.

Gillian has an MA (Hons) in Political Science and Contemporary European Studies from the University of Dundee, a Post Graduate Diploma in Housing Studies from the University of Stirling and is a Chartered member of the Institute of Housing. She has been a member of the Home Scotland Board since 2018.
